Here, batti is light (i.e. electricity in this context), gul means gone, not there, meter is the electricity meter, and chaalu means working, still going on adding to the reading. So the meaning is that while there is no electricity, the meter is still on, which means the user is still paying.

The title basically implies an inaccuracy, intended or unintended, because of which someone is in trouble, and continues to be so.

It seems to us that Varun Grover has written the second antara of the song, i.e. aankon mein... -maar ke But then, it's just a guess. :)
